Building links through blogs is better IMHO. Forums are just a way of asking or announcing something, not merely links. This is what it looks in the eyes of someone trying to find the answer of a question his or her mind; but just seeing a page full of links. Anyway, it is just an opinion.

I think link building trough blogs, forums and other technics have the purpose of increase the popularity of your websites thorough Google research.

The process is very easy, just contact someone who has some good sites to exchange links, i mean with high PR and cache date is also important, then ask that person for exchanging links. The more links you get, the more popularity you will have in your site.
