have been reading quite a lot of forums to learn link building lately. Some are talking about a site getting to top of google for big keywords by buying millions of links

on this google search the site MoneyExpert is top for the big keword mortgages.

Ive read that google sees this many back links as spam and black hat. why are they top if google says this is bad?

Not only links are important, you have to link with different long tail keyword phrases also to deep pages.
A really good service for doing this is Receivelinks.
